Elmar Mekhtiev and Djeikhun Namazov, residents of Azerbaijan, have been released from criminal liability in the case of the riots in Kullar, but they must pay a 5000-rouble fine each. After mitigating the charges, Namazov and Mekhtiev have pleaded guilty and compensated the harm caused to victims, their advocate has explained.

A ceasefire agreement did not allow the Azerbaijani army to establish control over all of Nagorno-Karabakh and gave the Armenian side the opportunity to retain part of the territories, Russian political analysts and military experts note.
