Residents of the microdistrict in Krasnodar complained about claims from the Vodokanal.

Residents of the "German Village" microdistrict recorded a video appeal to the head of the Investigative Committee, Bastrykin, in which they complained that they received claims from "Krasnodar Vodokanal" for amounts exceeding 100,000 rubles per apartment for unauthorized use of the sewage system, although they tried to open personal accounts.

More than 350 families and 100 cottages in the "German Village" microdistrict faced demands for payment for unauthorized use of drainage - residents are being charged more than 100,000 rubles per apartment for a billing period of just a few days.

The residents' video appeal was published by the Telegram channel "Krasnodar | Teletype," which has over 125,000 subscribers. By 07:30 Moscow time, the publication had gained over 4,000 views.

"Dear Alexander Ivanovich, I am addressing you on behalf of the residents of the apartment buildings in the "German Village" area of Krasnodar. "Krasnodar Vodokanal" is mass presenting residents with monetary claims allegedly for unauthorized use of drainage. According to available information, this concerns more than 350 families, with each apartment being charged over 100,000 rubles for a billing period of just a few days," the residents say in the video.

According to the complainants, in case of non-payment, they are threatened with restrictions on drainage and legal action. Some owners were frightened and have already paid the claimed amounts, including pensioners who agreed to installment payments and are now giving part of their pension.

"We have not hidden or evaded relations with Vodokanal. Our houses are legally built and put into operation with a functioning sewage system, some of them have been inhabited for more than seven years. Residents tried to open personal accounts, however, "Krasnodar Vodokanal" responded in writing that it has no networks at these addresses or left applications without consideration for years," the gathered residents emphasized.

Homeowners claim that the contracts between residents and the management company explicitly provide for drainage services, but for all these years, the issue has not been properly regulated. Now they are being presented with claims for allegedly unauthorized use of drainage.

"We consider such claims to be unfounded and ask to check the legality of Vodokanal's actions, including the presence of signs of abuse of power, abuses, and possible illegal receipt of funds from citizens by presenting unfounded claims under the threat of restricting drainage," they demanded.

They indicated that they had contacted the authorities and law enforcement agencies of the Krasnodar region, but instead of a real investigation, they faced formal responses and inaction. Law enforcement agencies do not provide an adequate assessment of the mass nature of these claims.

"We ask you to take this situation under personal control. We request that a full investigation be conducted into the actions of "Krasnodar Vodokanal," as well as an assessment of the actions and inactions of officials from the administration and law enforcement agencies of the Krasnodar region. We ask that residents not be made guilty for the consequences of someone else's confusion and years of inaction," the residents of the "German Village" microdistrict concluded.

Krasnodar residents sent collective appeals to several instances: the General Prosecutor's Office of the Russian Federation, the Investigative Committee of Russia, the Administration of the President of the Russian Federation, the Department of Housing and Communal Services of the Krasnodar region, and the Federal Antimonopoly Service of the Krasnodar region.

No official comments from "Krasnodar Vodokanal" on this situation have been received yet. The company limited itself to sending claims and did not provide public explanations regarding the calculation methodology, reports the publication Kubanpress.

"Caucasian Knot" also reported that residents of the Krasnodar village of Progress achieved the installation of sewage systems to high-rise buildings after a decade-long struggle with officials.
