Mourning events are taking place in Beslan on the 22nd anniversary of the terrorist attack.

The three-day vigil in memory of the victims of the terrorist attack at school No. 1 began today in Beslan. Participants of the mourning ceremony laid flowers and lit candles in memory of the deceased. Due to the days of remembrance, the ceremonial lines in North Ossetia have been postponed, and in the schools of Beslan, they will take place on September 5.

As reported by "Caucasian Knot", mourning events are held annually in North Ossetia in memory of the victims of the terrorist attack in Beslan in 2004. On September 1, 2025, hundreds of people came to school No. 1. The mourning events concluded at the memorial complex "City of Angels". To the sound of a metronome, the names of 334 victims of the terrorist attack were read out.

The three-day vigil began this morning in Beslan. A liturgy was held at the Church of the New Martyrs in the courtyard of school No. 1. Hundreds of people came to school No. 1, laid flowers, and lit candles. Among the participants of the memorial events are former hostages and their relatives, representatives of public and religious organizations, the head of North Ossetia Sergey Menyaylo, members of the government and parliament of the republic, representatives of the Federation Council and the State Duma, as reported by the publication "Osnova".

According to the program, a press conference with the victims of the terrorist attack is scheduled for 1:00 PM Moscow time, and at 7:00 PM Moscow time, candles will be lit again in the courtyard of the school in memory of the deceased. The program of events was published by the press service of the head of North Ossetia.

On September 2, the International Cultural and Patriotic Center "Beslan. School No. 1" will be open to visitors all day. At 7:00 PM Moscow time, candles will be lit again in the courtyard of the school.

The main mourning events will take place on September 3. At 9:00 AM Moscow time, a liturgy will begin, and at 1:05 PM Moscow time, a mourning ceremony will be held in the courtyard of the school, and a minute of silence will be announced throughout the republic. Then, participants of the memorial events will walk in a procession with portraits of the deceased to the memorial cemetery "City of Angels". At 2:30 PM Moscow time, there will be a flower-laying ceremony, and at 3:30 PM Moscow time, a requiem service will be held.

The days of remembrance for the victims of the terrorist attack take place in North Ossetia from September 1 to 3 and affect the calendar for the start of the school year. Ceremonial lines in the main part of the republic are scheduled for September 4, and in the Right Bank district, which includes Beslan, on September 5, as reported on its website by GTRK "Alania".

It is worth noting that 20 years after the terrorist attack, victims and relatives of the deceased continue to raise the issue of completing the investigation into the terrorist attack in Beslan. In August 2024, the "Mothers of Beslan" reminded Vladimir Putin that the investigation is not complete and proposed to adopt a law on the status of victims of terrorist acts, which would enshrine social guarantees for the victims. In response, Putin stated that the government could consider this issue.

In 2017, the European Court of Human Rights (ECHR) recognized violations of the rights of relatives of the deceased and victims of the terrorist attack in Beslan and awarded compensation to 409 applicants; the Ministry of Justice of Russia reported on their payment in 2019.

One of the long-standing subjects of dispute remains the circumstances of the operation on September 3, 2004. In September 2024, the "Mothers of Beslan" raised the issue of the use of tanks during the storming of the school at a meeting with the head of the Investigative Committee Alexander Bastrykin raised the question. The victims referred to testimonies of shooting from a tank until 9:00 PM, while the official investigation indicated a later time. According to the official version, the decision to use flamethrowers and tanks was made when there were no living hostages left in the school. Representatives of "Voice of Beslan" pointed out that the cause of death for many hostages has not been established.

The victims have also repeatedly raised issues of treatment and rehabilitation. On August 17, 2024, former hostages complained about obstacles in receiving medical assistance. Representatives of the "Mothers of Beslan" and "Voice of Beslan" linked the lack of funds for the treatment and rehabilitation of all former hostages to the absence of a law on victims of terrorist acts.

In 2023, the regional program to assist victims was extended until 2030, and in August 2024, Sergey Menyaylo reported that since the beginning of the year, more than 300 victims have undergone treatment and rehabilitation.
