Makhachkala residents have requested to replace the emergency elevator in the apartment building.

For more than a year, residents of a 14-story apartment building on Magaramkentskaya Street have been living without an elevator, which has failed twice already. Numerous appeals to the city administration have yielded no results.

Residents of house No. 15 on Magaramkentskaya Street have asked to resolve the issue with the emergency elevator, which has been repaired twice over the course of a year but remains very dangerous for the residents.

A video report was published by the Telegram channel "News NNT," which has over 19,000 subscribers. By 07:30 Moscow time, the publication had garnered over 500 views.

Previously, the building was damaged as a result of a gas explosion in a neighboring building. At that time, the facade and elevator equipment were damaged. The residents say they restored the exterior of the building by themselves. However, they cannot replace the elevator on their own - the cost is too high for them. According to the residents, the developer allocated funds for the elevator repair after the first failure.

Some time passed after the repair - and the elevator fell again. Fortunately, no one was injured. But after the second incident, the residents no longer want another repair, as they remain fearful of another fall.

"They repaired it and it fell, there were about six people in the elevator and they fell along with it. Even if they fix this elevator for us, we won't get in it," says resident Dianna Musaeva.

The residents recall that they were promised a replacement for the installed elevator when they moved in. However, the new cabin never materialized. Now, for more than a year, people have been trying to understand who should solve this problem. "Who is responsible for this at all? No one is responsible for the elevator, people fall, the elevator is launched and it falls again, and no one is responsible for it," complains Galimat Kurbanova.

Residents have also sought help from the city administration. They explained that the building is not on the municipal balance.

"The apartment building was constructed with permits for nine floors. Unfortunately, the developer deviated from the project documentation and built additional floors in violation. Moreover, this building is not on the city's balance," said the acting head of the architecture department of the Makhachkala administration, Tinamagomed Digiev.

According to the residents, the developer states that the building has been completed and put into operation, and the further maintenance of common property is the responsibility of another party. But for residents, without a functioning elevator, it becomes difficult not only to get home - in an emergency, people literally have to carry someone out by hand.

"When a child is unwell, the ambulance does not arrive. The paramedics refuse to go up to the upper floors, explaining that it is difficult to carry equipment up," complain the residents of the building.

The residents say they bought apartments here and expected normal living conditions. Now they do not know where to turn and who should resolve the elevator issue. "We collected money for the installation of a new elevator, but we need permission, and that also costs money," says another resident Aminat Dalgatova.

At the end of August, the Dagestan Capital Repair Fund announced the completion of the first stage of the program for replacing elevator equipment, planned for 2026. As part of the short-term capital repair plan, this year, updates affected 152 apartment buildings in 11 municipalities of the republic, reported the Makhachkala administration on August 21 in their Telegram channel.

"This year, 63 lifting mechanisms have already been updated in 20 buildings in Makhachkala, Buynaksk, Kaspiysk, and Kizilyurt. All new equipment was produced at the local enterprise JSC "Kizlyar Electrical Equipment Plant," the authorities' message stated.

"Caucasian Knot" also reported that in early August, an elevator in an apartment building in Makhachkala fell with nine people inside. Four men were hospitalized with broken legs. Local authorities reported that the building was constructed in 2021 with violations and has not yet been accepted onto the municipal balance.
