Appeal of Timurzievs' father to Kadyrov remains unanswered

According to Ismail, a local resident, almost all the villagers came to the memorial service held at the house of Timurziev family in the village of Dolakovo. Akhmetkhan Timurziev, the father of the murdered brothers, said that no response to his appeal to the head of Chechnya, Ramzan Kadyrov, was received. Alims travelled to Grozny with the aim to arrange the funeral according to Muslim traditions, but nothing came out of this idea, said Sarazhdin Sultygov, a co-chairman of the "Mekhk Kkhel" Council.

The "Caucasian Knot" has reported that on December 28, 2020, an attack on policemen was committed in Grozny. One policeman died, the other was wounded. Both attackers, the Timurziev brothers from Ingushetia, were shot dead. In his appeal to Kadyrov, their father, Akhmetkhan Timurziev, stated that the refusal to give out the bodies, even when it comes to killers, is contrary to Muslim traditions; and Instagram users noted that Kadyrov had acted cruelly and contrary to Muslim morality.

Formally, there were no grounds for not giving the bodies out for burial, since the case was opened under the article on encroachment on the life of law enforcers, not under the terrorist article, said Timur Akiev, the head of the Ingush branch of the Human Rights Centre (HRC) "Memorial"*. Dmitry Dovgiy, a lawyer, believes, however, that Kadyrov was deceiving by giving the Timurziev brothers' relatives hope for their burial, because by that time the "Islamic State" (IS)* had claimed responsibility for the attack on policemen in Grozny, which gave the incident a terrorist aspect. The application of the provision of the federal law not to give terrorists' bodies out to relatives for burial, and even not informing them about the burial place, is often an unjustified interference with private life, Rustam Matsev, a lawyer for the "Legal Initiative", has noted.
