An exhibition of works of video art "Echo-Eco" devoted to ecology and protection of the environment opened in Sochi. 15 works by finalists of the contest were exhibited. All in all, over 350 works from Italy, Russia, Portugal, Germany, the USA, Canada, Spain, China and other countries were presented at the contest.

Despite the abnormally cold weather established in the territory of Azerbaijan, the prisoners' blocks of the Penitentiary Facility No. 17 of the Republic's Penitentiary Service are not heated, and the temperature in these premises makes plus 10 degrees Celsius, said Einullah Fatullaev, the head of the NGO "For Human Rights", who visited on February 8 this facility within the monitoring project of custody conditions in prisons.

Svetlana Bogach, a resident of Dagestan, whose disappearance was claimed by her husband, is with her cousin in Moscow. Djabrail Nurulaev and Ramazan Gadjiev, whose kidnapping was reported by their relatives, were arrested for five days, after which Gadjiev was released, and in relation to Nurulaev a criminal case was initiated. This was reported by the Prosecutor's Office of Dagestan.

Residents of mountainous area of Dagestan suffer from severe cold. Some regional schools and pre-school education institutions are closed. In hospitals, patients are freezing. The local authorities are trying to find coal for heating in the neighbouring republics.

Organizers of the rally "For Fair Elections" has sent to Mikhail Fedotov, Chief of the Council on Human Rights under the President of the Russian Federation, the list of 39 persons, whom they treat as prisoners for political reasons. Charges against six persons from the list are related to the events in Northern Caucasus and Southern Russia, and charges against other five persons are related to the riots in Manege Square in Moscow in December 2010.
