Kuban villagers complained about the problem with the supply of light and water.

Residents of the village of Gunayka Fourth recorded a video message to the governor of Kuban, complaining that there is no electricity in their homes for 18 hours a day, which leaves them without water supply, as the pumps operate on electricity. They demanded that the authorities provide the village with electricity.

As reported by "Caucasian Knot", residents of the village of Gunayka Fourth periodically remain without electricity. On January 1, about 43 thousand residents of Kuban were left without light due to snowfall. In the evening of the same day, the authorities reported the restoration of power supply in several districts, but the villages of Gunayka Fourth, as well as Shaumyan, Navaginskoye, Goitkh, Terziyan, and the farm Paporotny remained without light. According to the authorities, about 2.8 thousand people live in these settlements.

The video message from the residents of Gunayka Fourth to the governor of Krasnodar Krai regarding the problem with water and light was published on July 15 on the social network "VKontakte" in the group "Village Gunayka Fourth".

The video shows several dozen people, with a woman reading the address to the governor.

Electricity is absent in the village for 18 hours a day – from 5 AM to 11 PM, and recently the villagers learned that the village will remain completely without electricity for a month and a half, noted the authors of the address.

"All this is happening now, in the midst of the summer Kuban heat. Our village is predominantly inhabited by pensioners and disabled people. Among us are insulin-dependent individuals, including a disabled child. Insulin must be stored in the refrigerator at a temperature not exceeding +8 degrees. In our heat, after 18 hours without light, the medicine will turn into poison, and this is a direct threat to the lives of our loved ones," read the text of the address by a resident of Gunayka Fourth.

Electricity is of great importance in the village, as there is no central water supply in Gunayka Fourth, and the pumps in wells and boreholes operate from the grid. "Turning off the light means leaving us without a drop of water in the summer heat. We will not be able to cook food, wash ourselves, water the livestock, or irrigate the gardens that feed us. We won't even be able to call for help because the cellular tower also shuts down without electricity after 5-7 hours," noted the authors of the address.

According to them, the problem with electricity arose because the network company is laying a new reinforced line for the needs of a commercial enterprise. Officials suggested that villagers use generators, but most pensioners simply do not have them. Those who do have them faced the impossibility of using them, as gas stations are prohibited from pouring gasoline into canisters. Moreover, there are no gas stations in the village, and the nearest one is several kilometers away.

"Veniamin Ivanovich! <…> We ask for your personal, urgent intervention. Oblige the district administration and the Ministry of Emergency Situations to send a powerful mobile generator to the village of Gunayka Fourth for the entire duration of the work, to power our homes, pumps, and communication," the villagers addressed the governor.

The video message from the residents of Gunayka Fourth to Veniamin Kondratiev was also published on the social network "VKontakte" in the group "My Tuapse". Some of its authors expressed sympathy for the villagers.

"In essence, thousands of people are left without light, as this situation affects not only Gunayka but also Oktyabrsky (plus UZK), Goitkh, Terziyan, and Paporotny at a minimum. It is very unpleasant. Moreover, due to private necessity, other enterprises are also suffering, which cannot operate fully due to constant outages, and products are spoiling in stores," wrote Tatyana Kazantseva.

"Horrible! They do whatever they want," believes user Yulia Peryatyzhka-Mebeli. "Oh, if only they would hear you, but it seems to me they don't care at all," thinks Nikolai Samusenko.

Commentators were outraged that residents are left without light. "They turn it off at five in the morning! Who made this schedule and what about the people who consistently pay for electricity?" asked Irina Ratoshnova.

"How bad it is to live in neglected villages, where you are needed by no one, where there is practically no normal infrastructure, civilization for people's lives. People are left, as practice shows, to fend for themselves. We are not needed in these villages. Poor people," noted Alexey Kunishlifonyan.

Some users urged villagers to document the outages of light and water.

"People need to not only address the governor but also to document every case of electricity and water outages daily: record the date, time of start and end of the outage, take photos and videos, compile collective acts with neighbors' signatures, demand an act from the resource supplying organization. This is important because when providing utility services of inadequate quality or with interruptions exceeding permissible norms, consumers have the right to demand a recalculation of payments and compensation for damages incurred. This is provided for by Article 157 of the Housing Code of the Russian Federation and the Rules for the Provision of Utility Services approved by the Government of the Russian Federation No. 354 dated 06.05.2011," noted Zhanna Andriadis.
