The legal uncertainty surrounding the "Oasis" beach in Makhachkala has affected the trainees of the Sailing Federation.

The Territorial Administration of Rosimushchestvo was unable to establish legal grounds for leasing the territory of the Makhachkala beach "Oasis" to entrepreneurs who operated trade points there. The condition of the beach, where children engage in sailing, has seriously deteriorated in the absence of tenants.

As reported by "Caucasian Knot", the owners of trade points on the Makhachkala beach "Oasis" recorded a video appeal in July to the acting head of Dagestan, Fyodor Shchukin, complaining that law enforcement officers do not allow them to work, as the court annulled the lease agreement of the previous tenants. The beach has fallen into a state of neglect, and entrepreneurs are suffering losses, the authors of the appeal said. They requested to be allowed to operate until the end of the resort season. After the appeal, law enforcement officers took several people to the station, issuing them a prohibition on trading at the "Oasis" beach. The owners of the trade points reported that appeals to officials yield no results.

Arifa Kharisova today received a written response from the Territorial Administration of Rosimushchestvo. A copy of the response is available to "Caucasian Knot".

The letter from the officials states that the land plot on which the Makhachkala beach "Oasis" is located is the property of the Russian Federation, falls into the category of land for populated areas, and has the permitted use of "For the construction of residential buildings, sanatorium-resort facilities, social-cultural and sports-tourism purposes." At the same time, the right to manage and dispose of the land plot has been transferred to the Republic of Dagestan.

"Given the above, the Territorial Administration of Rosimushchestvo in the Republic of Dagestan is unable to establish legal grounds for leasing the land plot, as well as issuing a permit for trading, due to the lack of authority," the letter states.

The officials' response, as noted by the entrepreneur, did not clarify the situation for them. "Who currently owns the land under the beach, to whom to turn with a request to conclude a lease agreement, we do not know. We will have to go through the authorities again," Arifa Kharisova told a correspondent of "Caucasian Knot".

The beach is currently in a deplorable state, a representative of the Russian Sailing Federation Natalya Savinova told a correspondent of "Caucasian Knot". The federation's structure is based at the "Oasis" beach.

"When entrepreneurs were working there, at least some order was maintained. Now it is very dirty, no one is cleaning. There are high-rise buildings nearby, and it is close for people to come and swim in the sea, especially since gasoline is expensive, not everyone can travel far. In the evening, the road to the beach and the beach area itself are not lit. Where to knock, which gates to approach, we no longer know," Natalya lamented.

Due to the lack of suitable conditions, it is difficult for the Sailing Federation, where many children train, to operate, she noted. "Dirt, garbage, they do not provide equipment, how many letters we have already written. I wrote to the former head of Dagestan Melikov, his assistant called back, saying: 'We will help as much as we can,' - and silence. The authorities change, nothing happens," Natalya concluded.
