Residents of a village in the Volgograd region have secured a water supply.

Water supply to homes in a village in the Dubovsky District has been restored after villagers complained to Alexander Bastrykin about unsuccessful appeals to officials. The Investigative Committee reported the opening of a criminal investigation.

As reported by the "Caucasian Knot," residents of the Volgograd Region have repeatedly complained about water supply interruptions. For example, in January, homes in the village of Zaplavnoye were without heat and water for several days. The villagers then called on the authorities to involve the Ministry of Emergency Situations and the military in resolving the problem. In May, residents of Zaplavnoye recorded a video message to Putin and Bastrykin complaining about the lack of water supply. Appeals to the local administration, they say, went unanswered.

Water supply interruptions persisted for about a week

Water supply has been restored in the village of Gornaya Proleyka in the Dubovsky District after approximately 1,000 residents were without water for over a week due to a malfunctioning water tower. Villagers requested restoration of the water supply in a video message to Alexander Bastrykin, Chairman of the Investigative Committee of the Russian Federation, the Vysota 102 news agency reported today.

The Volgograd Region Prosecutor's Office also announced the restoration of the water supply on its Telegram channel. "It has been established that the water supply was partially interrupted due to the failure of one of the water towers. Under the supervision of the Dubovsky District Prosecutor's Office of the Volgograd Region, repairs have been completed and the water supply has been restored," the publication states.

Village residents complained about official inaction

A video appeal from villagers to Bastrykin was published on May 22 by V1.ru. The video shows two men and several women, one of whom is carrying a child. She voiced an appeal to the head of the Investigative Committee of the Russian Federation.

We can't bathe or wash ourselves

"We've had no water in the village for almost a week now. It's intermittent, and for the last three days, we haven't had any at all. […] We can't bathe or wash ourselves. I have small children. It's hard for me. I work and can't constantly haul water. Therefore, I'm turning to you with a complaint, asking for help with this issue. Wherever we've appealed, every authority simply shrugs and shifts the blame," the woman says in the video. Her words were confirmed in the video by other participants in the video message.

The gardens are large, everyone is watering them, but there's not enough water.

An engineer from the Municipal Autonomous Institution "Water Supply" explained to the publication that the water shortage is due to the villagers' gardening. "People have planted a lot. They have large gardens, they water everything, and there's not enough water. Residents there regulate the water themselves, reducing their plantings, and so on. They don't have a second well, only one water tower. I'm at work right now, very busy, and can't answer all the questions," he was quoted as saying in the publication.

The publication noted that it had not received a response to its inquiry to the Dubovsky District Administration and had forwarded the complaints to the Volgograd Region Prosecutor's Office.

The Investigative Committee reported the opening of a criminal case

The Investigative Committee responded to the inquiry on May 22, reporting the opening of a criminal case. "An appeal from residents of the village of Gornaya Proleika to the Chairman of the Investigative Committee of Russia regarding the prolonged lack of water supply in the village has been published. It is noted that officials from the administration and the utility company are not taking steps to restore citizens' rights, citing existing debts among several residents and increased resource consumption. Investigative bodies of the Investigative Committee of Russia for the Volgograd Region have opened a criminal case on this matter," the Investigative Committee reported.

The Chairman of the Investigative Committee of Russia instructed the head of the regional office "to report on the progress of the criminal investigation and the arguments in the appeal," the publication notes.

As a reminder, in February, residents of Kotovo experienced extended outages of heating, water, and electricity, despite freezing temperatures. According to them, appeals to officials have yielded no results, although they report on the progress of repairs, but the problem is systemic.

In January, residents of Kotovo reported that gas supplies were shut off in neighborhoods during severe frosts. The problem was particularly acute for residents of the private sector, whose homes are heated by boilers.

Kotovo residents had previously complained about problems with water and heating, citing the severe deterioration of the city's networks, frequent accidents, and the authorities' refusal to modernize the plumbing system. For example, in mid-October 2025, despite the start of the heating season, many apartments had no heating. On the night of January 1, 2026, water, heat, and mobile phone services were again shut off in the district center.
