Andzor Khalilov complained about the lack of medical care and conditions in the pretrial detention center.

The case against developer Andzor Khalilov, charged with illegally soliciting funds from citizens, has been transferred to court separately from the charge of financing terrorism. Khalilov's lawyer called his prosecution "legal absurdity," and the defendant himself complained about conditions in the detention center.

As reported by "Caucasian Knot," the charges against Andzor Khalilov, a developer from Kabardino-Balkaria, who was arrested after being deported to Russia from the UAE, are based on the testimony of a witness named Kardanov, whom the defendant himself calls fictitious. Another defendant in the case of collecting money for militants also denies the charges. At a hearing in the Supreme Court of Kabardino-Balkaria, the arrested Khalilov stated that he "did not hide or run away." The defense believes that the case on terrorism financing should be dismissed.

The case against Andzor Khalilov for illegally raising funds from citizens for construction has been submitted to the Nalchik City Court. According to information on the court's website, the case has been assigned to Judge Fatima Dumanova. Khalilov is also accused of financing terrorism, but the two cases, according to his lawyer, have not been combined into a single proceeding. The lawyer called this "legal absurdity." Andzor Khalilov himself remains in custody in the Nalchik pretrial detention center.

During the last court hearing to extend his pretrial detention, Khalitov stated that "no one needs proof of his innocence." He participated in the hearing via video link from the detention center, a "Caucasian Knot" correspondent reported.

"Someone benefits from my being here. And people can't get their apartments; thousands are panicking because of this. If I were free, I would finish the construction faster. But no one cares about the people or justice," he said.

According to Khalilov, the pretrial detention center is doing everything possible to worsen his situation: he was twice placed in solitary confinement, allegedly for some violations, but when asked what violations he committed, he was given no answer. Khalilov is ill, but he is not being given the medications his relatives brought him; the detention center itself has no medications and no medical care. "This is simply a mockery. Even during the Great Patriotic War, prisoners were treated better," he said during the hearing.

The judge asked whether he had contacted the prosecutor regarding his unjustified detention in solitary confinement and the failure to provide him with medication.

“I have a back injury. I presented all the medical certificates, all the images, and they’ve been reviewing them for two months now. I told them, ‘Do you want me to become disabled? Just answer directly – will you treat me or not?’ Here, murderers sit in cells with televisions, refrigerators, and can call their families by phone or video link. I’ve done nothing but good for the republic, and yet they treat me like this,” he said in response to the judge’s question.

Khalilov expressed bewilderment that the republic’s residents are not speaking out in his defense and, therefore, support his arrest. The developer alleged that a rumor had spread among his supporters that anyone who helped him would get into trouble.

“The entire republic is afraid of something; no one wants justice. You Circassians, you Caucasians, what are you afraid of? I give you all the evidence. I just want to be treated fairly. I have never refused to help anyone who asked me. Simply because someone wanted something and I didn't give it to them, that's why all this is happening. And everyone watches and remains silent, supporting it,” he lamented.

In his statement, the state prosecutor suggested the court disregard the defendant's arguments: he pointed out that Khalilov, if he was concerned about the fate of the construction projects, should not have left for the UAE in 2025. In response, Khalilov explained that he had left for medical treatment, although construction continued during his absence. According to the developer, the case is still ongoing, but if he were free, it would move faster.

Khalilov's lawyer, Vyacheslav Blazhko, called Khalilov's situation, which the court remanded in custody, outrageous. "I don't know of another case like this in jurisprudence—one person being jailed twice. He's serving time on two separate charges, the cases aren't combined, he has two preventive measures, and he should be in jail. This is some kind of legal absurdity," the lawyer said.

The second charge against Khalilov, for financing terrorism, concerns a transfer to a certain Sabanchiev, whom security officials believe is involved in terrorist activity. Khalilov says the man asked for the money for the treatment of a sick relative. According to Khalilov, he has all the evidence to prove his innocence and is also willing to undergo a polygraph test.
