Volgograd resident Igor Paskar, convicted of setting fire to a rug outside the FSB building in Krasnodar, was sent to solitary confinement three times before being declared a repeat offender and placed in a cell-type facility, his lawyer reported.

As reported by the Caucasian Knot, on September 19, it was announced that the cassation court had rejected the appeal of Volgograd resident Igor Paskar, who was sentenced to eight years and six months in prison for terrorism and vandalism. In 2024, he complained that letters were arriving intermittently and that the administration was preventing him from receiving newspapers and books.

Igor Paskar was transferred to Federal Penitentiary Institution IK-2 in Asino, Tomsk Oblast, where he has been held since December 2025. His lawyer stated that during this time, he was sent to solitary confinement several times and was later deemed a "malicious offender," according to the Telegram channel "Solidarity Zone"*.

Paskar's first violation was recorded for failing to do his exercises, for which he was sent to solitary confinement for seven days. Immediately after the seven days were over, a new sentence was issued: an additional seven days in solitary confinement for lying on a bench during quarantine. He was then given an additional five days in solitary confinement for lying on a bench in the solitary confinement itself. Afterwards, he was deemed a repeat offender and sentenced to six months in a cell-type facility.

As a reminder, on May 31, 2023, the court sentenced Igor Paskar to imprisonment in a penal colony, finding him guilty of a terrorist attack and vandalism motivated by political hatred. The appellate court upheld the sentence, although his lawyer requested that the charge be reclassified from a terrorist attack to vandalism. In July, the defense filed a cassation appeal to the Supreme Court.

Paskar was convicted of setting fire to a rug outside the FSB headquarters in Krasnodar. Investigators deemed the burning of a banner bearing the letter Z and the inscription, "We don't abandon our own," to be vandalism. Paskar did not deny his actions, but he did not agree with the investigation's attempts to classify them as a terrorist attack.
