Kadyrov's representatives in Europe have been legalized in Germany as refugees
Chechens Timur Dugazayev and Khusein Agayev, having received German citizenship as refugees, maintained contact with Kadyrov's inner circle and represented his interests in Europe, and also made numerous trips to Chechnya. Dugazayev returned to the republic after the imposition of US sanctions, but Agayev remains in Germany.

Former "Ramzan Kadyrov's representative in Europe" and European mixed martial arts champion Timur Dugazayev initially received refugee status and then German citizenship. Dugazayev came to Germany as a refugee in 2002, when Akhmat Kadyrov was in power in Chechnya, and received refugee status in 2005, when Ramzan Kadyrov became president of the republic. In 2011, Dugazayev received German citizenship, and by 2014, he had received the unofficial status of Kadyrov's representative in Europe. He then regularly traveled to Chechnya and hosted guests from Chechnya in Germany, such as Kadyrov's childhood friend and Terek SOBR commander Abuzayd Vismuradov .
In 2020, US sanctions were imposed on Dugazayev and Kadyrov for human rights violations. This did not cause any problems for Dugazayev in Germany, but he nevertheless returned to Chechnya. His place was taken by his ally, Khusein (Sayhan) Agayev, who also obtained legal status on humanitarian grounds. Agayev hosted Kadyrov in Germany in 2017. In 2024, Agayev participated in a congress in Grozny as a "representative of the Chechen diaspora in Germany" and spoke of how proud Chechens should be of Kadyrov.
Agayev represents the Hamburg club "Roland," where many other Chechens train and compete. Members of such clubs typically work in various security agencies or are involved in protecting criminal enterprises.
Khusein (Sayhan) Agayev heads the logistics company RIM-Group, founded in 2012. The company has access to German ports and other important infrastructure facilities in Germany. According to sources in the Chechen diaspora, Agayev helps Chechen émigrés find jobs at friendly companies, thereby earning additional authority and loyalty.
The "Caucasian Knot" also reported that in March 2023, Austria-based blogger Said-Khusein Magomadov, known for his harsh criticism of Ramzan Kadyrov , became one of the delegates to a government-organized congress of the Chechen people held in Grozny. On social media, Magomadov posted photos with Chechen officials, as well as with Akhmad Zakayev's former ally Rubati Mitsayeva , who had previously defected to Kadyrov. Magomadov himself also redirected his criticism from Ramzan Kadyrov to Akhmed Zakayev . Analysts interviewed by the "Caucasian Knot" noted that blogger Said-Khusein Magomadov's defection from an opponent of the Chechen authorities to a supporter of Kadyrov is of no significance to the Chechen leader, as the blogger's authority is limited. In March, it was reported that Magomadov had departed for the North Military District.
