The justification for the resignation of the head of the Buinaksk district has raised questions from Telegram users.

The powers of the head of the Buinaksk district, Ullubiy Khanmurzaev, have been terminated by decision of the deputies due to his failure to fulfill his official duties. Khanmurzaev objected that the dismissal of contract soldiers stationed in the SVO zone is contrary to the Labor Code. Telegram users questioned the legality of the deputies' decision.

As reported by "Caucasian Knot", Ullubiy Khanmurzaev announced the conclusion of a contract with the Ministry of Defense and his expected deployment to the combat zone in Ukraine shortly after unofficial sources reported a search of his home.

The Buinaksk District Administration announced on its Telegram channel the termination of the powers of the district head, Ullubiy Khanmurzaev.

"The basis for raising the question of terminating the powers of the Head of the Buinaksky District Municipal District, Ullubiy Khanmurzaev, was his failure to fulfill his duties in resolving local issues for three or more months. At a session of the district council, 43 deputies voted to remove the Head of the Buinaksky District Municipal District. The decision was made," the statement from November 21 stated.

According to Chernovik, Khanmurzaev's resignation had been in preparation since October and was initiated by the Head of the RD, Sergei Melikov.

On October 27, the Assembly of Deputies prepared a notice addressed to Khanmurzaev stating that district parliamentarians would consider an appeal from a group of deputies demanding his resignation. The appeal, signed by 25 deputies, including District Assembly Speaker Dzhankhuvat Beletov, states that Khanmurzaev has failed to fulfill his duties as district head in addressing local issues for over three months. "...when deciding to sign a contract with the Russian Ministry of Defense for service in the BARS-17 volunteer formation, Khanmurzaev failed to inform the deputy corps, thereby demonstrating his indifference to the people's representatives, even though, in accordance with the law, the head... is accountable to and accountable to the representative body of the municipality," the publication quotes the appeal.

Based on this statement, the deputies demanded that the district assembly initiate the district head's resignation.

The deputies' initiative was supported by the head of the RD, Sergei Melikov. In his resolution, he stated that he considered the grounds presented in the initiative sufficient for the district assembly to consider this issue, according to a publication dated November 21.

Khanmurzaev himself, speaking at the session, indicated that "much had been done" to prevent him from addressing the deputies. He reported that he had submitted a notice of contract conclusion with a mark indicating its registration as incoming correspondence to the district assembly. According to him, he also presented the notice to the recently elected new deputies. Khanmurzaev recalled that, according to the Labor Code, his powers as head of the district are suspended for the duration of his contract with the Ministry of Defense. When he left for the SVO, he delegated the duties of district head to his deputy.

"Who among you thinks my participation in the SVO is frivolous and negligent? I see this as discrediting the course of our country's president and the SVO participants, which is punishable by law. <...> I didn't leave because of any problems! By leaving for the SVO, I'm not in the deep rear 20 km from the capital of the LPR, but on the line of contact! I left for the front, leaving behind four minor children, and now they're treacherously trying to force me out of office!" - he emphasized.

The deputies' decision raised questions about its legality

"What strange things are in our political system? The head of the Buinaksk district, who was sent to the SVO, suddenly resigned during a session of deputies because he was sent to the SVO? It's very funny. The President of the Russian Federation calls for support for the participants of the SVO, and here, it seems, there is a completely different attitude to the "pride of the nation,"" noted the author of the channel "Ask Rasul."

The man simply turned out to be inconvenient to the authorities

On the Telegram channel of the Buinaksk district administration, which has more than 10,000 subscribers, the post about the deputies' decision received 22 comments.

"Khanmurzaev ‘did not fulfill’ his duties for the most valid of all possible reasons - while serving under a contract with "The Ministry of Defense. This isn't absenteeism, but the fulfillment of a public duty. And while he was fulfilling this duty, an acting official was officially employed by the administration, meaning the municipality's work never stopped," a user with the nickname "a" noted.

He had to resign because, judging by the situation, he was simply set up, Anna believes. "The man simply fell out of favor with the authorities," she wrote on the "Novoye Delo" Telegram channel, where the announcement of the district head's resignation garnered two comments.

Ullubiy Khanmurzaev did not comment on the deputy corps' decision on his Telegram channel.
