Investigators suspect a prisoner of plotting a terrorist attack in the Rostov region.

A prisoner in the Rostov region is suspected of preparing a terrorist attack and hostage-taking in a facility; he was previously convicted of terrorism-related charges.

Investigators have opened a criminal case against a supporter of a terrorist organization who was preparing a plan to take hostages in a penitentiary institution in the Rostov region.

According to investigators, the suspect, a supporter of a terrorist organization, while in a penitentiary institution in the Rostov region, prepared a plan to take hostages from among the institution's employees from April to July 2025.

He was unable to carry out his plan, as his actions were thwarted by officers of the Federal Security Service of Russia for the Rostov region together with the regional Federal Penitentiary Service, the Investigative Committee for the Rostov region reported today on its Telegram channel.

A criminal case has been opened on this fact. A criminal case under Part 2 of Article 205 of the Russian Criminal Code (preparation to commit a terrorist act) 1 . The suspect had previously been charged with terrorist-related crimes, the department said in a statement.

Previously, "Caucasian Knot" reported that investigators in Rostov-on-Don accused an 18-year-old man and two 16-year-olds of arson on the railroad. The young men's actions are classified as terrorist attacks, and the elder is also charged with money laundering.
