A former director was convicted in Sochi of embezzling property from a road company.

A Sochi court sentenced Safarbiy Napso, former director of the Dagomys Road Repair and Construction Department, to four years in prison, finding him guilty of embezzling company property. The convicted man is the cousin of former Russian State Duma deputy Yuri Napso.

The Lazarevsky District Court of Sochi found Safarbiy Napso, former director of the Krasnodar Krai state unitary enterprise "Dagomys Road Repair and Construction Department," guilty of fraud, embezzlement, and abuse of office.

According to the court, between 2018 and 2021, Napso, as part of an organized group that included employees of the road department, stole property valued at over 45 million rubles. Through controlled companies, they transferred vehicles and road equipment from the company's ownership, Kommersant reported on October 27.

In 2019, according to investigators, Napso and his accomplices prepared fictitious appraisal documents and transferred an asphalt concrete plant, which was owned by the road construction and construction department, to a legal entity controlled by the defendants. The transaction cost less than one million rubles, while the plant was actually worth over 81 million rubles.

Furthermore, from 2019 to 2020, Napso and his accomplices received over four million rubles using a controlled company and fictitious documents confirming the delivery of goods and serving as the basis for payment. From 2020 to 2021, Napso and his accomplices embezzled more than 79 million rubles using forged documents regarding contract performance. Napso's criminal case was separated into a separate proceeding because he entered into a pre-trial cooperation agreement. The court sentenced him to four years' imprisonment in a general regime penal colony. He was remanded in custody in the courtroom. In 2023, the prosecutor's office uncovered the embezzlement of 144 million rubles in budget funds during major road repairs under a national project in Sochi. According to the agency, DRSU was the contractor, and its officials entered false information regarding the volume of work performed into the completion certificates. A criminal case for fraud committed on an especially large scale has been opened on this fact, TASS reports.

Safarbiy Napso is the cousin of former Russian State Duma deputy Yuri Napso, according to Golos Kubani.

Previously, "Caucasian Knot" reported that at the end of May, the court upheld the decision of State Duma deputies who voted to early strip Yuri Napso of his parliamentary powers. His representative claimed that Napso was stripped of his mandate due to an incorrect calculation of his absences. On October 8, it became known that the Central District Court of Sochi satisfied the prosecutor's office's claim and seized in favor of the state approximately 60 real estate properties, which, according to the department, belong to Yuri Napso or his relatives. This decision has been appealed to a higher court, Napso's lawyer said.
