PACE Bureau decides against compilation of a report on human rights in Chechnya

The Bureau of the Parliamentary Assembly of the Council of Europe adopted a decision not to compile a report on human rights situation in Chechnya.

On the Monday sitting of the Assembly Bureau, a group of deputies headed by Erik Urgens from Holland moved an initiative to compile a separate report on the human rights situation in North Caucasus (Chechnya ), reports "Novosti" news agency.

"We are against it since PACE and Chechnya administration are engaged in a constructive dialogue. Alu Alkhanov, President of Chechnya , has visited France four times this year, and he talked and attended meetings with PACE representatives," underlined Kosachev.

According to him, a section on Chechnya may be included into the major report on monitoring the fulfillment of Russia's obligations before the Council of Europe which is compiled every other year. "We may expect such report by next summer," concluded Kosachev.

Meanwhile, according to "Freedom" radio, the main issue on the agenda of the five-day's meeting of the Parliamentary Assembly of the Council of Europe is the so-called secret CIA prisons in Europe. The final report on the topic has been prepared by Dick Marty, Swiss MP. This topic is going to be discussed by representatives of the European Union and other European structures.

Additionally, it is quite possible that the mandate of the Azerbaijan delegation may be questioned again, because the issue has already been raised in the current year and Azerbaijan has been given time to hold parliamentary re-elections in certain regions of the country, make them more transparent and free. How far Azerbaijan has succeeded will be discussed at the session.

Interaction of the Council of Europe and the European Union is also going to be discussed. The issue of the new state of Montenegro may also be discussed.
