KChR: law enforcer announced wanted under torture case

A high-ranking employee of one of the divisions of the "E" Centre for the North-Caucasian Federal District (NCFD) was put on the wanted list after an application lodged by a resident of the Karachay-Cherkessian Republic (KChR) about torture, the Republic's Investigating Committee has reported today.

The "Caucasian Knot" has reported that in late August, a 38-year-old KChR resident reported that employees of the Centre for Combating Extremism (the so-called "E" Centre) of the Chief Department for the NCFD of the Ministry of Internal Affairs (MIA) of Russia tortured him after his refusal to cooperate with law enforcers. Forensic experts found traumas and injuries on his body, allegedly caused impact of electric current.

A deputy head of one of the divisions of the above "E" Centre has been put on the wanted list on suspicion of abuse of authority with the use of violence, investigators have stated today.

In the course of the inquiry, investigators tried to locate the suspect, but failed to establish his whereabouts. "Investigators have grounds to believe that the employee is deliberately hiding," says the message.
