Investigators refuse to initiate case about drugs planted on Titiev

When considering the Oyub Titiyev's statement that the drugs had been planted on him by law enforcers, the investigator interviewed the policemen in charge and found no reason for opening a criminal case, the Human Rights Centre (HRC) "Memorial" reports.

The "Caucasian Knot" has reported that since January 11, Oyub Titiev, the head of the Grozny office of the HRC "Memorial", is in custody on charges of possessing marijuana. Titiev asserts that the drug had been planted on him by a law enforcer, and submitted a respective application to the Investigating Department (ID) for Chechnya of the Investigating Committee of the Russian Federation (ICRF), demanding that this law enforcer be held accountable.

Back on February 15, an investigator from the Gudermes Inter-District Division of the above ID of the ICRF issued a decision not to initiate a criminal case on the Titiev's application, but his advocates learned about this only two weeks later, the press service of the HRC "Memorial" reports.

The HRC "Memorial" has posted a photocopy of the refusal statement. According thereto, the investigator explained the refusal by the fact that the policemen interviewed by him refused to confirm that they had planted the drug on Titiev.

"Their words were enough for the investigator to conclude: there was no crime against Titiev," the press service of the HRC "Memorial" has stated.
