Victims of fire from the settlement of Tsibari, Dagestan, received compensation only in part

Victims of fire in the settlement of Tsibary sent letters to Victor Basargin, Minster of Regional Development of the Russian Federation, and Sergey Shoigu, Minister of Emergency Situations of Russia, asking to pay them the whole due sum of compensation.

Earlier, the “Caucasian Knot” reported that fire in the settlement of Tsibari, Tsuntinsky District, happened in the daytime, November, 30. A strong wind accelerated the spread of fire. 85 houses burned down in the settlement, only 10 buildings survived. There were no victims. 111 families all in all remained homeless. 70 million rubles were allotted from federal budget for the victims, besides, the Government of Dagestan allotted 51 million rubles for the victims of fire and member of Council of the Federation granted 50 million rubles.  

After that residents of Tsibari expressed their gratitude to Prime-minister of Russia Vladimir Putin for help. They also thanked the “Caucasian Knot” for informational support after which money started coming to the villagers’ bank accounts.

However, according to resident of the settlement of Tsibari Tazhudin Rashidkhanov, the total due sum has not yet been paid off but only 77,5% of the promised funds. “We had to buy land parcels for building houses which was not stipulated by these funds. The people have not yet received 22,5% compensation for dwellings and property. We also failed to find out how much money had come to our bank accounts”, Tazhudin Rashidkhanov explains the situation. 

The villagers have also appealed to the Government of Dagestan but were explained there that the funds for aid to the residents of Tsibari  were not collateralized in the republican budget. In Chief Directorate of the Ministry of Emergency Situations in the Republic of Dagestan they were told that federal center had refused to pay off compensation for the loss of dwellings.

After that the residents of Tsibari decided to send letters to Victor Basargin, Minster of Regional Development of the Russian Federation, and Sergey Shoigu, Minister of Emergency Situations of Russia, asking to pay them the whole due sum of compensation.

Eldar Ataev, Chief of the Department of Interaction with republican subsystem of the Russian System of Emergency Situations and estimation of emergency situations (ES) and civil defense (CD) told the “Caucasian Knot” correspondent that the authorities of Dagestan had appealed to the Government of the Russian Federation for allotment of compensation for the loss of property but got a refusal with the explanation that a subsidy of 70 million rubles had already been allotted on liquidation of the aftermath of fire.
